Book Seaplane (bookseaplane.com) is an independent booking desk operated by Juara Holding Group (est. 2015) that arranges seaplane charters across Indonesia with licensed operators. We are a broker, not an aircraft operator: every confirmed flight is a direct contract between you and the operator named in your quote, on that operator’s own conditions of carriage.
These Terms of Service (“Terms”) govern your use of bookseaplane.com and any quote, request-a-flight form, WhatsApp thread or email exchange you have with our desk. By submitting a flight request through this site, you accept these Terms. If you do not agree, please do not submit a request.
Who operates this desk?
Book Seaplane is published and operated by Juara Holding Group, an independent travel coordination business established in 2015 and active across Indonesia, including Bali, Labuan Bajo, Lombok and Raja Ampat. Juara Holding Group is not a scheduled or charter air carrier, holds no Air Operator Certificate (AOC), and is not affiliated with, endorsed by, or a subsidiary of any seaplane operator named on this site. We coordinate requests with operators that hold the relevant Indonesian permits and pass the request, quote and confirmation between you and that operator.
Indonesian charter aviation sits under the Directorate General of Civil Aviation (DGCA), Ministry of Transportation, Karsa Building, Jalan Medan Merdeka Barat No. 8, Jakarta 10110, and is governed principally by Law No. 1 of 2009 on Aviation and its implementing regulations, including Permenhub PM 33 Tahun 2022 on charter operations and KM 18 Tahun 2001 (as amended) on commuter and charter carrier certification. Article 63(1) of Law No. 1 of 2009 restricts commercial air operations within Indonesian territory to Indonesian-registered aircraft and Indonesian AOC holders; this is why every flight we arrange is flown by an Indonesian-licensed operator, never by Book Seaplane itself. Regulatory references are provided for orientation only and are subject to change; they are not legal advice.

A quote issued by our desk is indicative until the named operator confirms it in writing and the deposit stated in that quote is received. Prices, aircraft type, departure point and schedule can change before confirmation, and operators may amend a quote if passenger numbers, luggage weight or fuel requirements change. Once an operator confirms a booking, the resulting contract of carriage exists solely between you (the passenger or charterer) and that operator, under the operator’s own conditions of carriage, cancellation policy and liability terms, which we forward to you as part of the confirmation.
Deposits, balances and cancellation
Deposit percentages, balance due dates, rebooking windows and refund conditions are set by the operator handling your flight, not by Book Seaplane, and vary by operator and route. A deposit of roughly 30-50 percent with the balance due 7-14 days before departure is common charter practice in Indonesia, but this is a general market pattern, not a fixed rule, and the figures stated in your specific quote always control. We date every quote and label it “subject to change” because operator pricing, permit timelines and fuel surcharges move without notice.
- Cancellations initiated by you are handled according to the cancellation table in your operator’s quote or confirmation email.
- Cancellations or delays caused by weather, water-landing conditions, air traffic control or airspace clearance are decided solely by the pilot-in-command and the operator; these typically qualify for rebooking or a partial/full refund as stated in the operator’s own weather policy, which we relay in writing.
- Foreign non-scheduled (charter) flights into Indonesia require DGCA and defence clearance, generally requested at least 14 working days ahead with a flight plan filed 24 hours before departure; permit delays outside an operator’s control are treated the same as other force-majeure events under that operator’s policy.
- Book Seaplane does not hold your deposit or balance in most arrangements; payment routing is disclosed per quote, and where our desk does collect payment on an operator’s behalf, this will be stated explicitly before you pay.
Passengers, luggage and documentation
Luggage allowances, passenger weight limits and check-in cut-off times are set by each operator’s aircraft type and route and are disclosed in your quote; no Indonesian seaplane operator currently publishes a single public luggage or weight policy, so treat every figure in a quote as operator-specific and confirm it before packing. For general orientation only: domestic airline economy baggage in Indonesia is commonly one 23 kg piece, and Indonesian Customs allows USD 500 per person per arrival duty-free; neither figure is a seaplane luggage rule and should not be relied on as one.
You are responsible for holding valid identification, any required visa (for example a B211A visit visa, C1 remote-worker visa, or Second Home visa/KITAS, each with its own validity window), and for meeting any national park or conservation fees at your destination, such as the entry fee for foreign visitors to Komodo National Park, which varies per official regulations like PP 36/2024. We can relay operator-stated requirements but cannot guarantee immigration, permit or park-entry outcomes, which rest with the relevant government agency.
Liability
Book Seaplane’s role is limited to coordinating flight requests, relaying quotes and confirmations, and providing concierge support before and around your flight. We do not own or operate aircraft, do not employ pilots or crew, and do not control weather, maintenance, permits or air traffic decisions. To the maximum extent permitted under Indonesian law:
- Book Seaplane’s liability for any claim arising from a booking coordinated through this site is limited to the coordination service itself and does not extend to the performance of the flight, which is governed by the operator’s own conditions of carriage and applicable Indonesian aviation regulation.
- We are not a licensed financial, legal, immigration or tax adviser, and nothing on this site constitutes such advice.
- We do not guarantee specific departure times, aircraft type, water-landing sites or itineraries beyond what the confirming operator states in writing.
- Where a service on this site is described as “arranged via vetted licensed partners,” Book Seaplane is the arranging party only; the partner remains the party responsible for delivering that service.
Nothing in these Terms excludes liability that cannot lawfully be excluded under Indonesian consumer protection law.
Data protection
We process the personal data you submit (name, contact details, passport or ID information where required for a flight, and payment-routing details) to coordinate your request with an operator, in line with Indonesia’s Law No. 27 of 2022 on Personal Data Protection (UU PDP). For visitors from the European Union, European Economic Area or United Kingdom, we apply GDPR-aware handling: we collect only what a booking requires, do not sell personal data, and share it only with the operator needed to fulfil your request or where Indonesian law requires disclosure. You may ask us to correct or delete data we hold about you by contacting us through the channels below; some data (for example immigration or permit filings already submitted to DGCA) may need to be retained by the relevant operator or authority independently of our desk.
Governing law and disputes
These Terms are governed by the laws of the Republic of Indonesia. Any dispute arising from your use of this site or from the coordination service Book Seaplane provides will first be addressed through direct discussion with our desk; unresolved disputes fall under the jurisdiction of the Indonesian courts. Disputes concerning the performance of a flight itself, including safety, delay or in-flight matters, are governed by the operator’s own conditions of carriage and Indonesian aviation law, not by these Terms.
Changes to these Terms
We may update these Terms as regulations, operator practices or our own services change. The effective date of the current version is 2026-09-18; material changes will be reflected on this page, and figures throughout this site are dated and subject to change.
